Seligman was a member of Bachad in Berlin, a religious Zionist organisation.

He accompanied Kindertransports, taking children to the UK. In 1939, he remained in the UK and supervised 60 children at Gwrych Castle in North Wales. This was a well-known hachsharot (agricultural training camp).

He took charge of running Millisle hostel in Northern Ireland, replacing Dr Fridolin ‘Ginger’ Friedmann. Millisle helped to look after part of the third group of the boys brought to the UK in 1946.
